About This Opportunity

AG Consulting Partners is seeking an experienced Business Analyst Consultant to support a public sector client focused on Medicaid eligibility compliance and modernization initiatives. This consultant will play a critical role in analyzing regulatory requirements, documenting business processes, supporting technology implementations, and helping ensure continued compliance with evolving federal Medicaid regulations.

This is an opportunity to work at the intersection of policy, operations, and technology while partnering with stakeholders across compliance, legal, program operations, quality assurance, and technical teams to deliver large-scale eligibility system enhancements.

This is a 8-month consulting engagement.

We are able to provide W2 base salary & benefits through AGCP for those based in Washington state or Texas, however, we are also able to partner with professionals located in states outside of Washington and Texas, who are interested in 1099 contracting/LLC engagements for opportunities. Please see the salary range listed at the bottom of the JD for more information.

Work Location Flexibility

This engagement is primarily remote; however, candidates who are based in Washington State may be asked to travel occasionally to Olympia, WA for in-person meetings, workshops, and stakeholder sessions as needed throughout the project. For those based outside of WA state, you will be primarily remote.

As a Business Analyst Consultant for AG Consulting Partners, a typical day might include the following:

  • Analyzing federal legislation, CMS guidance, and Medicaid eligibility policies to determine business and system impacts
  • Documenting current-state and future-state business processes, workflows, and operational procedures
  • Facilitating requirements gathering sessions with business stakeholders, subject matter experts, and technical teams
  • Developing business requirements documents (BRDs), functional requirements, user stories, and acceptance criteria
  • Creating process maps, workflow diagrams, decision trees, business rules, and impact assessments
  • Identifying operational, reporting, policy, and technology impacts associated with regulatory changes
  • Supporting implementation efforts related to eligibility determinations, renewals, verifications, and compliance reporting
  • Participating in Agile ceremonies and collaborating with Product Owners and project leadership to prioritize requirements
  • Developing business test scenarios and supporting User Acceptance Testing (UAT)
  • Reviewing test results, validating system functionality, and assisting with defect triage and resolution
  • Maintaining requirements traceability from policy interpretation through implementation and testing
  • Identifying process improvement and automation opportunities that improve efficiency and reduce administrative burden

Requirements

You have:

  • Bachelor's degree in Business Administration, Public Administration, Health Administration, Information Systems, or a related field
  • 5+ years of business analysis experience supporting complex business or technology initiatives
  • Experience gathering, documenting, and managing business and functional requirements
  • Experience facilitating workshops, stakeholder meetings, and requirements sessions
  • Experience creating business process maps, workflows, use cases, and requirements documentation
  • Experience supporting system implementation, modernization, or transformation projects
  • Experience participating in User Acceptance Testing (UAT), test planning, and validation activities
  • Strong understanding of business process analysis methodologies and requirements elicitation techniques
  • Experience working within Agile and Scrum environments
  • Proven ability to analyze complex business processes and develop practical recommendations
  • Excellent written and verbal communication skills
  • Experience working with cross-functional stakeholders including business, compliance, legal, operations, and technical teams

You might also have:

  • Experience supporting Medicaid eligibility systems, healthcare benefits programs, or other public assistance programs
  • Knowledge of Medicaid eligibility policies, federal regulations, CMS guidance, and compliance requirements
  • Experience interpreting federal or state policy requirements and translating them into operational or system requirements
  • Experience with requirements traceability matrices, gap analyses, business rules documentation, and impact assessments
  • Experience supporting public sector or government clients
  • Lean, Continuous Improvement, or process optimization experience
  • Experience with change management and organizational readiness activities
  • Prior experience supporting compliance-driven technology implementations
  • CBAP, CCBA, PMI-PBA, Scrum, Agile, or related certifications

The W2 annual salary range for this role is: $110,000 - 145,000 in addition to our comprehensive benefits package (for those based in WA or Texas).

If you're open to 1099 contracting/LLC engagement for this role, the compensation range is: $130,000-175,000 (benefits not included).
