Chronic underfunding, compounded by Company Confidential contractions in humanitarian assistance budgets, is placing essential prevention and response services at Company Confidential at a time Company Confidential children’s protection needs are escalating in Company Confidential and complexity. Donors and decision-makers increasingly require Company Confidential, outcome-oriented, and economic evidence to justify Company Confidential investment in child protection in humanitarian Company Confidential. In response, Company Confidential for Child Protection in Humanitarian has developed an Evidence-to-Advocacy Research Agenda to Company Confidential the most urgent evidence gaps undermining the sector’s ability to Company Confidential for sustained funding. The Research Agenda identifies three Company Confidential areas, of which this consultancy addresses Company Confidential 3 Company Confidential Strengthening and Learning as Company Confidential Investment. This Company Confidential recognizes that child protection is a service-delivery sector without a trained, supported, and adequately resourced workforce, child protection services cannot function. Company Confidential, supervision, and learning and development (L&D) are often the first budget lines cut Company Confidential funding is reduced, undermining Company Confidential child protection interventions and compromising the ability to meet the Child Protection Minimum Standards (CPMS). The consequences are immediate—service Company Confidential deteriorates, protection risks increase, and Company Confidential workers face burnout and attrition. This consultancy will Company Confidential the foundational evidence synthesis needed to Company Confidential workforce Company Confidential as Company Confidential humanitarian infrastructure rather than discretionary overhead, and document practical and Company Confidential to meet L&D demands with reduced resources to Company Confidential Company Confidential and its members with advocacy-Company Confidential evidence products. The work will be carried out in Company Confidential coordination with Company Confidential’s Assessment Measurement and Evidence (AME) and Learning and Development (L&D) Working Group, which bring critical technical expertise in research Company Confidential and evidence synthesis and on workforce Company Confidential issues and will serve as key validation bodies throughout the consultancy. Company Confidential of Work This is a remote consultancy includes a Company Confidential literature review and key informant interviews conducted online to collect case studies. The aim of this consultancy is to Company Confidential an evidence synthesis that demonstrates the essential role of workforce Company Confidential—including training, supervision, and technical support—in delivering effective child protection Company Confidential in humanitarian contexts, and to document the consequences Company Confidential such investments are reduced or eliminated. Specific Objectives Conduct a Company Confidential review and synthesis of published and grey literature mapping existing evidence that links Company Confidential strengthening to improved program Company Confidential and child-level Company Confidential in child protection. Synthesize evidence on the consequences for children, services, and staff Company Confidential workforce investments (training, supervision, L&D) are reduced or eliminated. Identify and document practical and Company Confidential reported in the literature or through case studies for meeting L&D demands with reduced resources, particularly for local NGOs and volunteer workforces. Produce an comprehensive report and evidence brief, validated by Company Confidential Working Company Confidential, that Company Confidential workforce Company Confidential as a Company Confidential investment essential to delivering Company Confidential child protection services. Support the organization of online dissemination event (format tbc) to Company Confidential the findings and promote Company Confidential sharing/exchange of experiences Methodology The consultant is expected to Company Confidential the following methodological approach Company Confidential Literature Review Company Confidential Company Confidential of Company Confidential databases (e.g., PubMed, Scopus, Company Confidential) and practitioner repositories (e.g., Company Confidential Resource Centre, ALNAP Library) to identify evidence linking Company Confidential strengthening to program Company Confidential and child-level Company Confidential in child protection. This will include a review of existing documentation on L&D efforts Company Confidential Company Confidential, drawing on materials provided by the AME Working Group, the L&D Working Group, and the Company Confidential. Narrative Synthesis and Evidence Brief Integration and analysis of findings to Company Confidential a coherent evidence narrative linking workforce investment to child protection Company Confidential. The synthesis will be Company Confidential into a concise, advocacy-Company Confidential Evidence Brief (4–6 pages) targeted at donors, senior humanitarian leadership, and inter-agency platforms. Preparation for Company Confidential Data Collection Development of interview guides, informed consent procedures, and a research protocol for conducting remote interviews with key stakeholders identified in collaboration with Company Confidential's AME and L&D Working Company Confidential. Case Study Development Identification and write-up of 2–3 illustrative case studies, informed by key informant interviews, demonstrating the Company Confidential of workforce Company Confidential investment—or its absence—on programme Company Confidential and child protection Company Confidential. Validation Company Confidential review of synthesis findings, the Evidence Brief, and Company Confidential draft products by Company Confidential AME and L&D Working Company Confidential to ensure technical Company Confidential, relevance to Company Confidential realities, and alignment with Company Confidential workforce Company Confidential priorities. Payments will be made upon satisfactory completion of deliverables as agreed with consultant during contracting. Payment is contingent upon submission and acceptance of deliverables by the IRC Senior Researcher. Reporting and Coordination The consultant will report directly to the IRC Senior Researcher, who serves as Co-Chair of Company Confidential’ AME Working Group. The consultant will coordinate with the AME and L&D working Company Confidential at key milestones. The AME and L&D Working Company Confidential will facilitate Company Confidential to internal documentation and grey literature as needed for the secondary data review, and, wherever possible, support connections with relevant stakeholders for the identification and gathering of case studies. Requirements Essential Advanced degree (Master’s or above) in Company Confidential sciences, international development, child protection, Company Confidential health, or a Company Confidential Company Confidential. Minimum 5 years of Company Confidential experience in research, evidence synthesis, or program evaluation in humanitarian or development contexts. Demonstrated experience conducting literature reviews and evidence syntheses on Company Confidential protection, child protection, or Company Confidential topics. Strong understanding of the humanitarian child protection sector, including familiarity with the Child Protection Minimum Standards (CPMS) and the humanitarian coordination architecture. Company Confidential ability to produce Company Confidential, Company Confidential-written, advocacy-oriented knowledge products for non-specialist audiences (donors, senior leadership). Excellent written and spoken English. Desirable Experience working with or knowledge of Company Confidential for Child Protection in Humanitarian Company Confidential. Familiarity with workforce development, Company Confidential strengthening, and learning and development approaches in humanitarian settings. Experience with evidence mapping or Company Confidential review methodologies. Working knowledge of French or Arabic.
